1. Ordinary global and regional challenges. Program framework CIC
1.1 Introduction of the global agenda 2030, agreement of Paris, ODS, etc. (Marcos Regis da Silva)
2. Climate system
2.1 The Climatic System as part of the Earth System: oceans-atmosphere, soil-atmosphere interaction. External and internal forcing of the climate system (Gabriela Müller)
2.2 The role of the oceans as sources of climate variability (Guillermo Berri)
The interaction between the oceans and the atmosphere. The role of the oceans as a source of energy and water vapor for the atmosphere. Seasonal and interannual climate variability linked to oceanic conditions. The tropical oceans, the equatorial Pacific Ocean and El Niño phenomenon. Origin and evolution of El Niño, its effects on a global scale and in the South American region. The usefulness of El Niño monitoring and forecasting system. Examples of the practical use of El Niño information applied to decision making in the management of water resources.
2.3 Variability and climate change (Gabriela Müller, Miguel Lovino)
Variability and Climate Change: definitions, differences and study methodologies. Spatial and temporal scales of climatic variability. Global forcing. Atmospheric teleconnections. Hydroclimatic extremes and their hydrological and environmental impacts. Climate Change: Proof. Impacts. Global and Regional Climate Models. Evaluation. Projections. Future scenarios. Climate Change in La Plata Basin.
2.4 Vulnerability and risk: adaptation and mitigation measures. (Walter Baethgen, Federico Bert)
Definition. Technologies for adaptation to Climate Change. Carbon footprints and environmental footprint. Food safety. Impact of climate variability and change in agriculture. Contribution of agriculture to climate change and the role in mitigation. Use of climate information for agricultural decisions (adaptation). Other tools for managing climate risk (eg. insurance, agricultural planning).
2.5 Global climate observation system and database (Julián Báez)
WMO Global Integrated Observing System (WIGOS) and the Global Information System (WIS). Project WHOS – PLATA (WMO – USID). The World Framework for Climate Services (MMSC) of WMO.
3. Interactions and soil-climate feedback (Hugo Berbery, Sebastián Villarino, Leandro Sgroi)
3.1 The component of the Earth's surface of the Earth System. Interactions and soil moisture-climate feedback. The balances of water and energy on the earth's surface. Interactions soil-atmosphere and coupling: The coupling between soil moisture and different variables: evapotranspiration, temperature, precipitation, albedo. Processes and regions of strong coupling. The role of soils and vegetation in soil-atmosphere interactions.
3.2 Changes in land use and the carbon cycle. Influence of global change on land use and its impacts on the global carbon balance. Carbon sequestration in terrestrial ecosystems. Carbon dynamics and provision of ecosystem services.
4. Monitoring of hydroclimatic status and early warning (Osvaldo Moraes)
Evolution of the concepts of Risk Management. Essential elements for the definition of risk, susceptibility and allocation. Danger and meteorological monitoring. Early Warning and Multiple Hazard Alert System. Practical examples.
4.1 Integrated research on global change: the collaborative shift in climate science (Cecilia Hidalgo)
Historical-political aspects: the Paris 2015 agreement, the United Nations Framework Convention on Climate Change, the Kyoto Protocol and the Intergovernmental Panel of Experts on Climate Change (IPCC). The concept of "climate services": its relevance in South America. The Global Framework for Climate Services: its five pillars, the centrality of users, the forecast for impact and the communication of climate information to priority and vulnerable sectors.
4.2 Risk social management (Claudia E. Natenzon)
Social Theory of Risk and Catastrophes: dimensions of analysis. Structural and Emerging Social Vulnerability. Institutions and risk amplification. Management for disaster risk reduction: scope and limitations.
4.3 Conflict management (Víctor Pochat)
Controversies related to water, main causes. Local, national and international conflicts. Search for solutions. From conflict to cooperation.
5. FORUM: Building the dialogue between Science and Policy in the framework of Global Change.
The forum was proposed as a space for reflection and dialogue about the interface between science and policy, analyzing the current situation and proposing ideas that would promote the strengthening of bonds between actors and their integration, contributing to the design of public policies that, in a context of Global Change, aim at sustainable development. Although the forum was open to all public, the presence of the students of the graduate course allowed them to contrast the contents developed up to here with their application to practical situations where scientific work constitutes a valuable tool for decision making in complex problem situations. Moreover, the dialogue that was developed within the framework of the forum between the sectors of science and policies, enriched the training process, incorporating different views on the processes of integration of knowledge.
6. Public policies for the achievement of water security (Víctor Pochat)
Water security, conceptual analysis, definitions and scope of the term. Priority areas, risks and challenges. Relations with social, economic and political changes in society. Answers to challenges. Public policies at the global, regional and local levels. Role of knowledge in its construction.
7. Dialogue between agriculture and water in the plain: Learning a new language. (Esteban Jobbágy)
The new hydrological state in the Chaco-Pampan plain. Who wins and who loses before these changes? Can they be regulated, at least partially, through land use planning? How is a process like that governed?
Forum: Building the dialogue between Science and Policy in the framework of Global Change

Work agenda – Draft
Forum objective: To specify a space for reflection and dialogue about the interface between science and policies, analyzing the current situation and proposing ideas that promote a strengthening of the bonds between the actors and their integration, contributing to the design of public policies that, in a context of Global Change, aim at sustainable development.
Target audience: The forum was intended for a wide and diverse public from academic background, the governmental sector and civil society. It was expected to have researchers with different backgrounds and scientific interest, decision makers in areas whose themes are linked in one way or another to the problems represented by global change, as well as civil society actors interested in its connotations and impacts.
Structure of the event: Part I: Presentation, objectives of the forum, introductory concepts on the science-policy interface, modality of development of the day.
Part II. Experiences in the region. Two experiences of work carried out by researchers per se or integrated in work groups with actors from the governmental sector and/or civil society should be presented. These experiences were aimed at problematic knowledge of general interest linked to global change, which would be decisive in the formulation of public policies, such as the elaboration of regulations, the establishment of inter-institutional or intergovernmental agreements.
Study cases:
Part III: Political science dialogue: the development of a panel composed of actors from the scientific sector, the socio-productive sector and the political sector was proposed here. The panelists offered their perspective of the political science interface, the strengths and weaknesses that they present nowadays, and their vision of the actions to be developed in order to improve the articulation between the actors involved. The case studies presented served as triggers for the reflection of the panelists, who would have to add their own experience and the views that each of them had on the subject. All this in the search for coincidences that favor the convergence of the proposed actions in order to achieve an effective science - policy interface without gaps.
