“There is Variability in Meeting Target 3: Progress in the Protection of Biodiversity in the Region

 

The Inter-American Institute for Global Change Research (IAI) participated in the subregional training workshop on Target 3 of the Global Biodiversity Framework for Latin American countries, held from June 9 to 13 in Punta Leona, Costa Rica. The objective of the workshop was to train representatives from governments, NGOs, and intergovernmental organizations in the use of tools for countries to make progress towards meeting Target 3 of the Kunming-Montreal Framework. An example of this type of tools is a platform that promotes collaboration between organizations that offer technical and financial assistance and countries that require such assistance to advance the fulfillment of Goal 3. 

Officials from 13 Latin American countries and representatives from 12 intergovernmental organizations and 10 non-governmental organizations participated in the workshop, which was organized by the Secretariat of the Convention on Biological Diversity, the High Ambition Coalition for Nature and People (HAC), and the National System of Conservation Areas of Costa Rica (SINAC). The different representatives shared the current status and challenges in the path towards achieving Target 3, which sets 23 global biodiversity conservation goals by 2030. 

“Target 3 aims to achieve the protection of biodiversity on 30% of terrestrial and marine areas by 2030, under systems of protected areas that have ecological representativeness, effective management, equitable governance, and respect for the rights of indigenous peoples and local communities.” 

The progress of Latin American countries towards meeting Target 3 varies across countries, with some having already achieved the quantitative component of the target (protecting at least 30% of their terrestrial and marine territory) while others advance more slowly in the growth and strengthening of their national system of protected natural areas. The level of progress also varies in terms of the effectiveness of biodiversity conservation and of the equitable distribution of its benefits. 

The IAI will continue to support its member countries in capacity building and the production of scientific knowledge for use in decision-making related to fulfilling their commitments under the Kunming-Montreal Global Biodiversity Framework. Examples of such support activities include aligning funding calls for scientific projects (e.g., those aimed at Tropical Forests and Oceans, Coasts, and Islands) with the goals of the Global Biodiversity Framework, and participating in the Conference of the Parties (COP16) to the Convention on Biological Diversity, which will take place in Cali, Colombia, from October 21 to November 1 of this year.
